Kampala, Uganda | NOW THEN DIGITAL — Nyombi Thembo, former Minister for ICT, is the new UCC Executive Director, succeeding Irene Kaggwa in the role. Thembo, previously the State Minister of ICT, led the Uganda Communications Universal Services Access Fund (UCUSAF), formerly known as Rural Communications Development Fund (RCDF) at UCC.
Irene Kaggwa, who acted as ED, confirmed Thembo’s appointment on X (formerly Twitter), stating, “I wish to update you that Hon. George William Nyombi Thembo has been appointed as the substantive Executive Director of UCC.”
The position was advertised in September 2023, drawing at least 70 applicants nationwide. Top contenders included Thembo, Eng. Irene Kaggwa, UCC’s Director for Engineering and Communication Infrastructure; Fred Otunnu, Director of Corporate Affairs at UCC; and Julianne Mweheire, Director of Industry Affairs and Content Development at UCC.
This appointment comes three years before the 2026 presidential elections. Despite Nyombi’s reduced political activity, he remains a recognized NRM mobilizer in his Kassanda South constituency.
