Ex-NSSF Chief Chandi Jamwa Granted Presidential Pardon Over Financial Loss Conviction

Kampala, Uganda | NOW THEN DIGITAL — President Yoweri Museveni has granted a pardon to David Chandi Jamwa, the former Managing Director of the National Social Security Fund (NSSF). Jamwa, convicted in February 2011 for causing financial loss to NSSF, was sentenced to 12 years by the Anti-Corruption Court.

Alongside Jamwa, 10 others were also released: Ntale Vincent, Drabo Nelson, Omirambe James, Aliama Samuel, Leku Francis, Kabila Joseph, Yoha Ayitia alias Samu, Kato Fred, and Owino Jackson.

After applying for bail through his lawyers, Jamwa was initially released pending the Supreme Court’s review of his conviction. However, in January 2018, his bail was revoked by appellant court judges Kenneth Kakuru and Opiyo Aweri, upholding the anti-corruption court’s decision.

Following the cancellation of his bail, Jamwa returned to Luzira prison. Despite dismissal of his bail application in prison, where he had been on bail for seven years, Jamwa persevered. Anti-corruption Judge John Bosco Katutsi had found him guilty of selling NSSF bonds to Crane Bank before maturity, causing a financial loss of Shs3.1 billion. Jamwa was sentenced to 12 years and banned from holding public office for 10 years.
