President Yoweri Kaguta Museveni, also Commander-in-Chief of the Uganda Peoples’ Defence Forces (UPDF), has granted clearance for the retirement of former Inspector General of Police Gen Kale Kayihura from active service in the army.
KAMPALA, UGANDA | NOW THEN DIGITAL — President Yoweri Kaguta Museveni, also Commander-in-Chief of the Uganda Peoples’ Defence Forces (UPDF), has approved the retirement of former Inspector General of Police, Gen Kale Kayihura, from active service in the army.
The retirement decision, along with that of 110 other officers and senior officers from the UPDF, was announced by army spokesperson Brig Felix Kuayigye in a statement on Monday afternoon.
“H.E the President of the Republic of Uganda and Commander in chief of the Uganda People’s Defence Fores has approved the retirement of 110 officers and senior officers from the UPDF,” said army spokesperson, Brig Felix Kuayigye.
Gen Kale Kayihura’s Career and Retirement
Gen Kale Kayihura served as the Inspector General of Police (IGP) of the Uganda Police Force since 2005, succeeding General Edward Katumba Wamala. He was the second Ugandan military officer to hold the position of chief of the Uganda Police Force.
In Batch 13A, which includes 11 Generals and 99 Senior Officers from the rank of Major to Colonel, Gen Kale Kayihura is prominent on the list of officers set for retirement. His retirement, along with others in the batch, will take place on August 31, 2023.
Other Officers to Retire and Batch 13B
Among the officers scheduled to retire in Batch 13A are Lt General James Nakibus Lakara, who has served as the Uganda Rapid Deployment Capability Centre commander based in Jinja.
Lt General Lakara previously held significant positions, including deputy force commander of the African Union Mission to Somalia (AMISOM) from April 2015 to June 2016 and commanding officer of the UPDF 3rd Division from July 2013 to April 2015.
Additionally, Maj Gen Sam Wasswa Mutesasira, Maj Gen Arocha Joseph, Brig Steven Oluka, and Brig Augustine Atwooki, among others, will retire in Batch 13A. The UPDF has noted that Batch 13B will accommodate other officers not included in this batch.
Background and Personal Life of Gen Kale Kayihura
General Edward Kalekezi Kayihura, commonly known as Kale Kayihura, is a Ugandan lawyer, military general, farmer, and former policeman. Born in Kisoro District, Western Uganda, on December 26, 1955, he is the son of Johnson Komuluyange Kalekezi, who fought for Uganda’s independence.
Gen Kale Kayihura’s education journey included studying at Gasiza Primary School, Buhinga Primary School, Mutolere Secondary School, and St. Mary’s College Kisubi. He obtained a Bachelor of Laws (LLB) degree from Makerere University and a Master of Laws (LLM) degree from the London School of Economics.

Gen Kale Kayihura is married to Angella Kayihura, who has Rwandese heritage and is the grand-niece of Rudahigwa, the last king of pre-independence Rwanda. The couple has two children. Additionally, Gen Kayihura owns a mixed farm spanning 350 acres (140 ha) of land in Kabula, Lyantonde District, where he keeps around 500 goats.
Military Career and Achievements
After graduating from the University of London in 1982, Gen Kale Kayihura joined the National Resistance Army (NRA), a rebel group that eventually captured power in Uganda in 1986.
Throughout his military career, he held various positions and attended military courses, including the Army Command Course in China, the Combined Arms Course, the Brigade/Battalion Commander’s Course, the Conflict Resolution and Management Course in Egypt, and the Command and Staff Course in the United States.
Notably, he served as Chief Political Commissar and Director of Political Education in the National Resistance Army, as well as an Operational Commander of UPDF forces in Ituri Province, Democratic Republic of the Congo.
In his capacity as Inspector General of Police, Gen Kale Kayihura led the Uganda Police Force from 2005 until March 5, 2018 when he was succeeded by Martin Okoth Ochola.
President Museveni’s approval of Gen Kale Kayihura’s retirement from the UPDF, along with other officers, marks a significant transition in the leadership and composition of the armed forces. Gen Kale Kayihura’s career in law enforcement and the military has spanned several decades, contributing to Uganda’s security landscape. As Batch 13A prepares for retirement, Batch 13B will provide opportunities for additional officers to enter the next phase of their careers.
