Kampala, Uganda | NOW THEN DIGITAL — President Museveni, in an act of gubernatorial authority, designated Balaam Barugahara, an events promoter and avowed adherent of the ruling National Resistance Movement (NRM), as the state minister for Gender, Labour, and social development, with a specific focus on youth affairs.
Barugahara, a businessman renowned for his adept mobilization skills, particularly in support of the First Son, Gen Muhoozi Kainerugaba, stands as a pivotal figure behind the MK Movement, which later evolved into the Patriotic League of Uganda (PLU), a pressure group presided over by Gen Muhoozi himself.
In this governmental realignment, President Museveni, citing ‘slight’ adjustments, announced the appointment of a new Principal Private Secretary (PPS) along with a deputy. Dr Kenneth Omona, formerly serving in the capacity of PPS, assumes the role of minister of state responsible for Northern Uganda.
Gen Wilson Mbasu Mbadi, hitherto occupying the position of Chief of Defence Forces (CDF), transitions into the role of minister of state for trade. His successor in the CDF position is none other than Gen Muhoozi Kainerugaba.
“I hereby inform the country that by virtue of the authority given to the President of Uganda by Articles: 108(2), 108A(1), 113(1) and 114(1) of the 1995 Constitution of the Republic of Uganda, That here below I publish a slightly amended list of the cabinet of Uganda,” articulated Mr Museveni in his communiqué on Thursday evening.
Additionally, Mr Museveni appointed Lilian Aber, the incumbent Kitgum Woman MP and an ardent proponent of the NRM cause, as the minister of State for relief, disaster preparedness, and refugees, given her unwavering support and significant role in rallying behind Gen Muhoozi.
Sironko Woman MP Florence Wamala Nambozo assumes the mantle of responsibility as the new State Minister for Karamoja affairs, succeeding Agnes Nandutu, the Bududa Woman MP.
