The Uganda Business and Technical Examination Board (UBTEB) has released the results for the April-May 2023 end-of-programme examinations. Among 8,538 candidates, 6,913 (81%) succeeded in acquiring competencies.
KAMPALA, UGANDA | NOW THEN DIGITAL — The Uganda Business and Technical Examination Board (UBTEB) has released the results for the April-May 2023 end-of-programme examinations.
Out of 8,538 candidates who took the exams, 6,913 candidates (81%) successfully mastered all required competencies.
Onesmus Oyesigye, the UBTEB Executive Secretary, shared that this release saw a success rate of 57% (3,931 candidates) among female candidates, while 43% (2,982 candidates) of males completed the program.
Notably, the diploma end-of-programme exams for Physical and Biological Science demonstrated strong performance, achieving an 82% pass rate. Other program categories also fared well, with completion rates exceeding 70%.
Oyesigye highlighted that the candidates’ performance evaluation considered factors like Continuous Assessment, Industrial Training, Practical Assessment, Real-life Projects, and Written Theory Assessment.
“This was partly due to the UTCs that were unable to present candidates in the April/May 2023 examinations series.”
“There was a very good performance exhibited in the Physical and Biological Science Diploma End of the programme with 82% pass rate. Other categories of programmes were also done well with completion rates above 70%.”
“On this note, I commend the examination management team for their strict vigilance, and I urge them to minimize further these malpractice cases by thoroughly checking candidates before entering the examinations rooms and undertaking compulsory candidate briefing prior to the start of examinations,” said Oyesigye.
Regarding participation, 65% (8,538 candidates) attended the exams out of the 13,209 registered at 262 accredited examination centers.

The remaining 35% (4,671 candidates) were absent, partly due to UTCs being unable to present candidates due to the April/May 2023 exams’ scheduling aligning with COVID-19 pandemic management measures.
“These examinations were prepared to bridge and clear the backlog of candidates affected by the staggering of opening of institutions as was advised by the president during management of the COVID-19 pandemic,” he added.
The Board identified 42 candidates involved in malpractice after a fair hearing and in line with Regulation 9 (3) of UBTEB Regulations. Consequently, their exam results for the entire semester were canceled.
UBTEB Board Chair, Eng. Dr. Silver Mugisha, reported the formation of TVET Assessment Working Groups, comprising experts from relevant disciplines examined by the Board. He emphasized expediting the enactment of the TVET law for stronger TVET systems and operations.
“This modular assessment is a manifestation of the Board’s commitment to the implementation of the TVET reforms that you have championed since 2019 to enable the acquisition of functional competencies by the graduates.”
“To align the Board to the TVET reforms, the Board since 2022 is changing in a phased manner, from the traditional assessment to modularized assessment. The Board has embarked on the process of rolling out modularized assessment for Diploma programmes. This calls for additional funding to support the shift in the assessment processes and TVET delivery especially Change Management of tools, instruments and stakeholders’ mindset in the assessment processes.”, he added.
Dr. Chrysostom Muyingo, the State Minister for Higher Education, commended UBTEB’s efforts aligned with Government priorities for Skills Development.
These efforts include expanding access to Technical Vocational Education and Training (TVET) through modular assessment and enhancing online operations. Muyingo represented Minister of Education and Sports, Janet Kataha Museveni, and pledged government support to UBTEB’s initiatives.
