In a significant development, President Yoweri Kaguta Museveni of Uganda and Commander in Chief of the Armed Forces has elevated Brig Gen Richard Otto to the esteemed rank of Major General.

JUBA, SOUTH SUDAN | NOW THEN DIGITAL — President Yoweri Kaguta Museveni, the president of Uganda and Commander in Chief of the Armed Forces, has recently promoted Brig Gen Richard Otto to the rank of Major General.

This prestigious promotion recognizes Otto’s significant contributions and dedication to his military career.

Appointment as Chairperson of Security Supervisory Mechanism

Brig Gen Richard Otto has been appointed as the Chairperson of the Security Supervisory Mechanism (SSM) in South Sudan. In this crucial role, he will oversee the implementation of chapter 2 of the peace agreement, which focuses on maintaining peace and security in the region.

Impressive Military Experience

Brig Gen Richard Otto has a remarkable military background. Prior to his appointment as Chairperson of SSM, he served as the Uganda Contingent Commander in Somalia, effectively leading Ugandan forces in their mission.

Additionally, he held the esteemed position of 3 Infantry Division Commander within Uganda.

The Uganda People’s Defense Forces (UPDF) congratulates Maj Gen Otto on his well-deserved promotion.

In a statement released on Wednesday, Col Deo Akiiki, the UPDF Deputy Spokesperson, expressed the fraternity’s appreciation for Otto’s accomplishments and wished him success in his forthcoming endeavors.

A Noteworthy Biography

Maj Gen Otto’s military career is filled with notable achievements. He assumed command as the UPDF contingent commander in Somalia, following the footsteps of Maj Gen Michael Kabango.

Furthermore, he held the position of 3rd Division Commander based in Moroto from 2017 to 2020, succeeding Maj Gen Dick Olum.

Contribution to the Hunt for LRA Rebels

During his time in the military, Maj Gen Otto also played a pivotal role in the fight against the Lord’s Resistance Army (LRA) rebels.

He commanded the UPDF contingent in the Central African Republic as part of an African Union regional task force dedicated to tracking down the notorious LRA leader, Joseph Kony.

Notably, this deployment occurred when Maj Gen Otto held the rank of Colonel.

His impressive military background and commendable achievements position him as a valuable asset in his new role as the Chairperson of Security Supervisory Mechanism in South Sudan.
