KAMPALA, UGANDA | NOW THEN DIGITAL — The Secretary General of the United Nations (UN), Antonio Guterres, has appointed Lady Justice Lydia Mugambe from Uganda as a judge of the International Residual Mechanism for Criminal Tribunals.
The appointment was confirmed on Friday by Uganda’s Ambassador and Permanent Representative to the United Nations, Adonia Ayebare, on Twitter.

In his tweet, Ambassador Ayebare expressed his congratulations to Justice Lydia Mugambe for her appointment as a judge of the residual mechanism of the International Criminal Tribunals.
He also extended gratitude to Antonio Guterres for accepting her nomination.
The Role of the International Residual Mechanism for Criminal Tribunals
Established in 2010, the International Residual Mechanism for Criminal Tribunals (IRMCT), also known as the Mechanism, is an international court created by the United Nations Security Council to fulfill the remaining functions of the International Criminal Tribunal for the former Yugoslavia (ICTY) and the International Criminal Tribunal for Rwanda (ICTR) after the completion of their respective mandates.
Composition and Appointment of Judges
The Mechanism consists of a roster of 25 independent Judges who serve both branches of the Mechanism as stipulated in the statute.
The United Nations General Assembly elects the Judges for a term of four years, and they are eligible for reappointment by the United Nations Secretary-General following consultations with the Presidents of the Security Council and the General Assembly.

She also served as a judge at the High Court of Uganda between May 2013 and September 2020, following her earlier work as a magistrate in Uganda’s lower courts.
Notable Ruling and Academic Background
Justice Lydia Mugambe gained prominence for her ruling in 2017 against Mulago National Referral Hospital, where she found the hospital negligent in the case of Jennifer Musimenta and her husband Micheal Mubangaizi, whose newborn baby had gone missing.
As a result of her ruling, the couple was awarded USh85 million in damages.
Mugambe holds a Bachelor of Laws degree from Makerere University and a Diploma in Legal Practice from the Law Development Centre. She further pursued a Master of Laws at the University of Pretoria, South Africa.
